It is used only in the Percentage of Original field or the Percentage of Bill field. (If you do put a - or negative number in the dollar field - Orion will assume you want to make the bill zero and that is why it is zeroing out the bill amount fields because Orion does not allow a negative bill). If you want to write up or write down a bill to a certain number for Fees, you put the total amount you want to bill for the Fees in the Dollar Value field. If you want to do a percentage write down you put in minus -10 for a "write down of 10 percent" in the Percentage of original field.
