Reset Bill Status of WIP Transactions

No - this utility only changes individual Fee and Expense WIP transactions from Deferred to Selected. If you want to change the Bill Status of Matters, you will need to so so through the Select/Defer Matters option in the Create Prebills Program or using the Global Change feature in File Maintenance Matter Manager.
