Will I Be Able to See the Time of an Inactive Timekeeper?

Yes - the only thing inactivating a Timekeeper does is to prevent you from entering any new time on the ID.  You may continue to edit time in Bill Preparation and can invoice time and apply payments to AR on the Timekeeper's ID.
