User Entered Time for Someone To Whom the User Has No Proxy Rights

An User can enter time for any active Timekeeper, regardless of whether or not the User has Proxy Rights to that Timekeeper.  The Proxy Rights control only whether or not the User can view or edit transactions for Timekeepers.
