Matter Status - Proxy Not Required Security Setting

This security setting controls whether or not an User can open certain matters in Matter Status.  If this setting is set to Full, an User in the Security Group can call up any Matter in Matter Status.  If set to None, an User in the Security Group can call up only those Matters for which the User is either the Responsible Attorney OR Matters where the Responsible Attorney is someone for whom the User has proxy rights.
