Changing Fiscal Year in General Ledger

You can do this but you need to make sure no one is posting GL transactions while you are entering your 2015 budget numbers.  Once you are done entering the budget numbers, change the Fiscal Year back to the current year in System Settings.  Also, VERY IMPORTANT, when you close your GL year you MUST remove the checkmark from the Copy GL Budgets option or it will add the numbers to the Budget numbers you entered for the “future” year.
